Default Taillights not working --> Checked fuses & bulbs, any ideas?

I haven't seen any of this myself, but here's what my father told me:
--gauge cluster lights work
--gauges work
--When lights are on / taillights do not come on
--He checked the fuses
--Checked the bulbs
--Using a mulii-meter getting between 2-3 volts in the sockets
--brake lights are fine / reverse lights work / headlights & turn signals fine

My brother was driving the car and someone yelled out to him that he had no taillights.

The car is a 98 Civic LX (automatic)

Thanks!

There should be a relay under the dash. It runs your parking lights (corners and tails)

If it goes bad, indicators and headlights work, but nothing else will.

The relay is fairly inexpensive i believe, but ask a shop to locate and check it for you.

Play with the actual light switch. mine was going bad and it caused the tailights to not come on when the heads lights were on (No dash lights either).

My father pulled the panels and just tested the red / black wire (power) for the tails. With the headlight switch off he is getting .06 volts.
Once the lights are turned on he gets .00 volts. He tested the voltage at the fuse for the tails and getting over 12v.

Any ideas? Thanks!

What exactly do you mean by "play" with the headlight switch?

Well when my **** was doing what it seems like yours was I would turn the switch (light) and play with it exactly @ the point it "switches on" (for lack of a better description). Weird thing is it happend for 2 months straight and one day it stopped (About 3 weeks ago). I'm waiting until it starts again.

check the bulb. remember these bulbs are dual filament single bulb. so if the brake lights work and the headlight ones do not....you need a new bulb
