Default Taillight Issue

I recently bought a 92 civic sedan and found that the floor section of the wiring harness has been on fire at some point (tailights were acting funny is how i found this out). So i found another harness that was plug and play, but noticed that the taillights took about a minute to turn on after the switch was turned on kinda like they are on a delay or something. The dash lights are on this same system and they dont work as well. Any help would be greatly appreciated, thank you.

Is there also a delay in the headlights coming on?

Check the rear ground wire for the taillights, and also pry the dimmer switch out of the dash to see whether the wires/connector have been tampered with.

yea im not sure wat kinda stuff the wiring issue could have caused, the colder it gets outside the longer they take to turn on. the grounds are good and im not sure about the dimmer because the wires were untampered with. thanks.
