what do mean he has a ground that is not grounded, how would you expect him to check, visually?

you have a wire shorting out, this is why your lights and fuses do not work.
unless you are lucky and can find or know where the problem is visually, you will need a test light or voltage meter to troubleshoot the wires. this is the only way.
good luck!

yah, youll just need to work your way from one end to the other. if you put new fuses in it (and make sure theyre the correct amp rating) and they keep blowing, then obviously you have too much voltage. just like philosofy said, you have short somewhere
