I don't know about WA, but here in NC you have to have white reverse lights, red brake lights, and either red or amber turn signals. Probally pretty similar where you live, but call your local Police station to be sure.

Federal law supersedes state law, so here's the basics.
The taillights must have to red reflex reflectors facing the rear and must be of sufficient size (forget the exact requirements).
If the car does not have side rear reflectors on the body (like an Accord or Prelude), that means the taillight assembly has the side red rear reflex reflectors (ie Civic coupes). If this is the case, the aftermarket taillight assembly must have side red reflex reflectors.
Rear turn signals can be red or amber. If red, it must be from a clear bulb in a red housing, as red bulbs are illegal and are not regulated. If amber, the bulb can be amber, or a clear bulb in an amber housing.
Brake and taillights are red. Like above, the bulb has to be clear in a red housing.
Backup lights must meet SAE definition of white.
Retrofit LEDs are illegal. This means LEDs that fit inside a socket designed for a conventional bulb. APC, etc. They are not bright enough to satisfy the lumens output required by law.
The above are for cars with incandescent bulbs.
Lexus and some others have full clear taillights with LEDs. LEDs aren't inherently legal, and you will notice that Lexus, etc. have LED taillights that satisfy lumens and visibility requirements.
