Did you plug in the harness all the way? Sounds silly, but a friend had the same problem, when I pulled the cover off, the plug wasn't fully pressed in.

Any close friends that have the same model Civic? You could trade theirs out as well to make sure the problem is the cluster.

i could try that, I talked to the guy i bought the cluster from and he said that it worked fine and if it doesn't work in the car that i need to tab on to the tach wire on the distributer. I guess i don't see what good that will do me.

Check your fuses... Both under the hood and under the steering wheel... And if you've done any wiring lately make sure no wires are touching together 'cause it could blow out fuses as soon as you put 'em in... I've had experience with that...
