Tach doesn't work???

Tach doesn't work???
I have a 99 civic si,The tach works fine with stock computer but when I put my jumper harnes in with obd1 computer it wont work. When I first start the car with the obd1 computer the tach bounces up then back down. I have tryed more than one computer and every once in awhile at idle the needle will try to move. So I dont know what to do
