Typically the cruise is part of the clockspring behind the steering wheel, but why the tach would go out too is strange. I had a problem where my tach and dimmer switch went out and it ended up being one of the wires from the harness behind the cluster was being pinched and grounding out on one of the screws in the dash.
You may wanna check your harnesses and trace your wires looking for scortched areas on the sleeves.

I've gone through my wiring diagrams and I think the problem may be in the distributor assembly. Both the tach and the cruise control unit share a wire coming from the Ignitor Unit in the distributor.
I'm unsure of how to test it though, as I can't rip the distributor open. (stripped the crew head on the rotor)
If anybody has suggestions I'm all ears.

try this take like a fat needle or something pointed and press the middle wire of the vss connector in and see if it works then
