Maybe a little back story would help.

Doubtful. Maybe troubleshoot for idle problems instead. IACV, FITV, vacuum leaks, etc.

Woulda. Coulda. Shoulda. So if he replaces the TB and it doesn't fix the issue what then? Tell your friend to stop listening to other people and diagnose the problem with solid troubleshooting instead of potentially throwing money away for uneeded parts.

Start the car and give it a little throttle. If it doesn't idle it's not really the throttle body.even with a clogged IACV and open throttle car should still run.
any CEL?

I Really Don't want to say its the FITV but it could be FITV.
Someone correct me on this but "isn't FITV suppose to raise cold idles not lower?

How about you actually go LOOK at the car and then come back and tell us what is going on with it? This is like pulling teeth as it is.
