what ecu?
if you are using a domestic ecu, did you convert the engine to obd2?
how are the o2 voltages? is the fpr ok? lotsa variables. and we need a little more info.

i am using a integra type R ecu on it,the o2 sensors are fine,no o2 cels come out yet,and also the evap still not ready

yes,i think i did convert it to obd2,i cut and splice an OBD1 alternator plug and mate it to my OBD2 EWH ,Convert to OBD1 injector plugs by cut/splicing OBD1 injector plugs to your OBD2 EWH,also using a obd2 Distributor, car runs good but the idle jumping up and down when the engine cold

the o2 voltages cant be ok if you are getting a rich code. you mean p0172? p0712 is auto trans temp.
since the car has no mass air, it looks at the o2 reading. you may have a lazy o2 sensor.

since you converted also, you are missing a ckf, i dont think that has anything to do with it yet.

since you are using an obd2 ecu, get a scanner and look at your fuel trims, and see if the o2 voltage is fluctuating. if it is solid, you have a lazy o2. give it a vacuum leak and see what it does, if it is still not moving, replace the o2 with a known good one and see from there.

i did check the o2 voltage, they look like what you said---lazy o2,fuel trim both ST and LT are nagative,i was thinking is that the ITR ecu HAS problem or not going to fit for my swap,so i replaced it with a GSR ecu, then the o2 voltages are look normal AND THE FUEL TRIM STILL NEGATIVE BUT BETTER THAN BEFORE , i will see the cel coming back on or not when the system gets ready,it may takes couple days drive,THANK YOU FOR YOUR REPLY,I MAY NEED YOUR HELP LATER AGAIN
