Switch problem ?

Switch problem ?
In my car when I try to turn the Fan on (for the Air circulation), it doesnt work when i put it on 1 or 2, but once i put it to 3 or 4 it works. What seems to be the problem ? One more thing to note is that, when its on 1 or 2, and hit the AC button, i hear AC is turnning on but i wont get an air until i put it to 3 or 4. please advise. could it be the switch ? or something else. Thanks
