Surging issues please help

Default Surging issues please help

Ok, so I've been reading on what to do and I cleaned the throttle body, bled the radiator fluid, cleaned iacv, cleaned fitv, checked for vacuum leaks and still having surging issues. My buddy who is a mechanic says I have a grounding issue on the ECU. He said he fixed it cause it was bogging out also. There are some black wires with white stripes that have cuts. I'm going to reconnect them to see if that helps. I noticed when I do bog out I turn off the car and restart it, it goes away for a bit. Now I have also made sure the fitv was screwed all the way in and it is. Please give me anymore ideas.

Did you check the Idle Control Valve on the back side of the intake. Sometimes that needs to be lcleaned, also.

Ya I pulled it off and cleaned the screen also.
