Default Surge problem

My car is surging. I cant find any vaccuum leaks and to bubbles in the coolant lines. It goes from 1k to 1800 and back down. Its very annoying and we can figure it out. Any ideas?. motor is a d16z6.

make sure your throttle cable is not too tight, your tps is set to the right voltage, and your idle air control is not broken
