Default obd1 d15b into ek

I have a 1998 Honda civic that I swapped a obd1 jdm d15b into as well as a auto to manual conversion and its running on the obd2 dizzy and harness with a obd1 p06 chipped for vtec but when we try to start the car it just cranks and wont turn over we think the distributor isn't getting spark we tested it using a screwdriver and we heard it start before it was started so the timing is fine any ideas on how to fix it

Still no start it just continually backfires like as if the timing is off could it be the obd2 dizzy or is it just the timing and I also don't have all the o2 sensors plugged in could that be the problem I need help ASAP
