stuck parking brake (e-brake) cable

stuck parking brake (e-brake) cable
because i have a 5spd i nearly always use the brake to park the car. recently it's been cold here in wisconsin and on occasional nights the e-brake cable is sticking, the handle will go down, but the wheels are dragging. i took the plastic center panel off:

if you can't read my ascii art, the passenger side break cable is sticking, and the thingy that connects the cables to the handle is tilted because of the stuck cable. i cannot even force it in with a pliers, i believe it's frozen.
how can i lubricate this or unstick this cable? it probably will unstick itself eventually, but is there a way i can free it now, and in the future just not use the brake when i'ts cold? thanks.

hot water to get it thawed out is what it sounds like u need. then wd 40 it... then never set it again. i just leave mine in gear.

up next to the handle where it attaches and in the rear where it is stuck... all onder the car of course. you should be able to tell where it is stuck when u get under there.
