Default strange idle

I have a 1993 cx hatch with a d15B vtec swap and a p28 ecu, the engine light is on and when i start the car it revs to 3000 and then starts reving from 1000-2500 until the car gets warmed up then it drives fine, a friend said it may be the idle air control valve, any help would be appreciated because this **** is annoying, thanks

check the code that your ECU is throwing and fix it first - that might rule out a lot of "speculation". a bad o2 sensor will lead to quirky idling as well as many many other things.
