The best way depends on what your goals for the motor are. If you aren't mechanically inclined enough to do your own work THE RIGHT WAY, bring it to a reputable shop and tell them exactly what you want your motor to do.

I'd agree with this statement. But depending on your goals, if you're not looking for any more than about 200whp or so (maybe a little more) just piece together a turbo kit, install it, then get it tuned. No need to build the internals for 200whp. But if your goals are beyond that, then refer to the statement I just quoted, he hit the nail on the head.
