Default STIFF CLUTCH

Im in the middle of doing a auto/manual swap and its been going pretty good until i got the pedals. i installed the clutch and the clutch cylinder slide the pin and pushed on the pedal and nuthing.. i mean didnt even move a inch..took the cylinder back out adjusted where the pin slide on and installed it once again..this time it moved a tad...any ideas?? when the cylinder is removed the shaft moves in and out with no problems..

bleed the cylinder maybe?

thiers no fluids or pressure in the lines i just installed it

does the clutch disengage? lines plugged or kinked?
