stering column vibrating back and forth. please help

stering column vibrating back and forth. please help
hello all,
i have a 93 cx with a 96 ls swap in it that ive been sorta working on. by sorta i mean shes my daily as well so i cant do too much with her just yet. anyways, besised my insane idle issue, my steering wheel kinda turns back and forth when im driving. like if ur holding it, it will turn right and left about a half inch like 2 or 3 times a second. when i take a corner, it doesnt do it as much though, if at all. also, ive been starting to hear a little almost whistlinging kind of sound when i take a right turn sometimes? anybody know whats going on? a buddy of mine said it could be the lower ball joints. if so, how do i test that theory and is it something i can fix myself?
btw, alignment is correct. toe is also correct because im not eating through tires every two weeks like i used to.

lol im very new to building, or shall i say, slowly ading on parts to my civic. how do you check? oh and about the idle issue....it started idling at 1000 now and tops out at 1200 after im done. u said to reset my tps and fix the iacv? how would i do that? did u mean wait til the one i ordered comes in?

how would i go about doing this?
lol thank you again for helping. again another noob question: how do i calibrate the iacv? and how do i check forcontinuity? i have a multimeter...will tha work? and how do i do this?

easy here is what i got from google, next time dont be afraid to do a little research. its really easy to find stuff online now.

as for tie rods, hold your wheel from each side, and try to shake from one side to another, if there is some clicking sound or some easy movement. means it needs to go.
