SteeringWheel airbag cover loose

SteeringWheel airbag cover loose/ searched
The steering wheel airbag cover is popped-out from the bottom and I want to know it has an airbag. I heard its illegal to drive without one or tamper with it. How can i fix this problem?

there is 2 tabs that are on each side of the steering wheel,...pop those open and see if the torx screws that are holding the cover and airbag in place have some how loosen,..if they are loose then tighten them,..i think the size of those torx screws are 50,..but i could be wrong,..been awhile since i messed with them
