Steering squeak problem

Steering squeak problem
I have a very annoying squeak that sounds like its coming from the rack. It makes the sound with the car on or off. I think there may be air in the power steering fluid system any other suggestion let me know., thanks for your help in advance. ( searched and didn't come up with a good answer)

if you thin you have air in it, a way to bled it is turn to full lock on one side(as far as the wheel will go) and turn it off. then do it to the other side to. go back and forth a few time's.
otherwise check your inner tie rod's and your outer one's. they might be damaged.

alright i've changed all the inner and outer tie rods and i still have the squeak no matter ho fast i am going. I think it is probably the seals in the rack are ****. My question is should i fix the rack or should i just replace it. Also is the Ex and si 96-00 the same rack that ould fit onto my 99 si?
