Default steering problems

i recently bought a 1992 hatchback and at a dead stop the steering wheel feels a little loose (there is no play in the steering) just feels loose. at high speeds say on the freeway the steering feels really loose in the middle. at normal speeds on the streets when the steering wheel is at 12o'clock the steering wheel seems to have a weird play to it. I recently got an alignment and he said it wasn't off by much. he sugested changing the tires so I did and I still have the same problem is the civic dx steering ratio different than the other models? also my friend has the same problem with his 97 dx coupe

yes I checked those.....loose it's hard to explain there's no play in the actual steering it just feels loose like really easy to turn the car then all of a sudden it stiffens up I used to have a vx and it never felt like this

let me put it like this :

driving at 40mph the steering wheel is top dead center going from 12 o'clock position to 9 oclock or from 12 to 3 feels really easy to turn the car... after that the steering wheel feels really stiff and hard to turn..........so at top dead center the car feels "loose" no playin the steering rack just loose like you have no control over the car...loose like no resistance in steering
