Default Starting issue

1996 stock civic ex 250,000k miles. Turned it off next day went to start and the motor just turned over would not fire.

I can hear the fuel pump prime, took the fuel line off the firewall and primed the pump fuel came out. Replaced the dizzy it is getting spark, I am lost. Is there a relay for the injectors?

No timing belt issues here, when I go to position II on the ignition I can here the fuel pump prime, I can see the CEL come on solid then go off completely when the pump primes which is about 2 seconds, when I put the new dizzy on does the end of the dizzy have to go a certain way or as long as the two prongs go in is that good enough?

Pulled all the spark plugs they are very black the car burns some oil could this overtime make the plugs not fire correctly?

Possibly, replace them and while your at it you may as well change the wires, dizzy cap, and rotor button if you have not already. As for the dizzy, yes there is a certain position it should be in. You use the movement the dizzy has to fine tune your timing to get it perfect but the car needs to be running and have a timing light for this to be accomplished.

Did you check the mechanical timing?

Is there spark at all four plugs? What color is spark? Are the plug wires installed in the correct firing order on the distributor cap?

Do the fuel injectors have battery voltage?

The spark looks a little weak the plugs are super cruddy and black the spark appeared white if I recall. Mech timing is dead on, plug wires are 4321 from top to bottom on the dizzy I have two civics so I referenced my running one, and its not the ECU it works in my other civic. I took the rail off and cranked it once with no plugs or wires and got fuel out of each injector.

Yea I would get one from an autoparts store if you get a bad brand new one shipped to you then you are stuck even longer without a car.
