starter not getting 12v

starter not getting 12v
93 civic dx.
My starter is not getting 12v. Its getting 6v at the most. The battery is new, and is showing 12.6 volts.
I replaced the starter cut relay and the main relay. I checked the ignition switch via haynes manual and everything is showing continunity. I checked the clutch interlock relay - its fine. I checked the voltage at the grey switch on the driver's side, under the hood, at the starter wire (black and white), and it shows 6v when attempting to start the car. So the problem lies under the dash.
I am stumped to the highest degree.

talks about a cut out switch. does anyone know what hes talking about? i dont see anything under the dash.
