It looks like crap , save your money and buy some stock si or gsr wheels. Even stock ex hub caps look cleaner. just my opinion though.

SOS pad and a hose... clean them up and make sure to get any loose rust off, dirt, etc.
let 'em air dry (preferrably overnight or at least a couple hours so there's no more water on them anywhere), then go to town.
Primer first, lay down thin coats, don't spray a big glob on or it'll run and look like ****. Let the primer dry for an hour or so, then lay down your color choice (black, i would say... don't try any other color with the steelies unless it's gunmetal... )

Re: sprey painting the stealies black (CustomWilly)
Just did my winter wheels. I just used semi-flat black Krylon. I don't suggest regular flat black because dirt tends to stick to it and it's harder to keep clean. The semi-flat will match the tires pretty good. Just clean really well and spray away. Dries quick. If the tires are mounted I suggest using an index card to avoid overspray on the tires.

Welcome to "I work at a paint store"
Fiiirst, go out and get some low grit sand paper (low grit = higher number) Id say about 120 or 180 pending. NEEEXT..Get some black spray paint, Flat black is best, dont want too much of a shine..THEN..SPRAY THE ******* THING...its if u dont know how to spray something and do it effectivly u got something missing upstairs

I never saw the point in sanding, etc, etc... all that work for black or dark grey wheels? If you want something show quality it should probably not be getting spray painted in the first place.
All the wheels I've done look fine, have no runs, and don't chip or flake unless they get nailed by a rock or curb.
