speedo not working properly

speedo not working properly
I have a 95 civic 4 door as my DD and the speedo sometimes works fine and sometimes doesnt register at all just stays on 0. I replaced the VSS and still only works when it wants to. It doesn't jump around or anything like I've read from other peoples problems. Not sure if its a cable issue. Any suggestions?

If CEL is on, check the CEL FIRST!!
If the CEL pertains to the speedo sensor, ding ding ding, it's probably just the sensor located ontop of the transmission.
If CEL is NOT on....
Problem: The speedo doesn't work but the odometer works.
Solution: Replace the cluster or just replace the speedo gauge
Problem: The speedo doesn't work AND the odometer doesn't work.
Solution 1*: Bad Sensor - Replace the speedo sensor in the transmission.
*CEL should be on
Solution 2: Bad Gauge - Replace cluster or just replace the speedo gauge
IF Neither solution above fixed it.
Solution 3: Check all wiring from the sensor to the gauge. Because the signal is disrupted somewhere.

No CEL is on or I would have stated that.
The sensor ontop of the transmission I thought was called the VSS which I did replace and still no fix.
odometer works fine, RPM gauge works fine. speedo works only half the time. I'm thinking solution 3 is going to be the case. I will diagnosse the wiring tomorrow.

The only reason I gave you the whole list of potential issues is that some people think that CELs wouldn't apply to a speed sensor (VSS). Maybe because it's not an emissions part, but either way, some people leave out the fact that their CEL is on. It drives me nuts!
Also, some people get VSS' from junk yards and assume that they work. If you got a new one than it more than like should be functioning.
Back on issue, the tach and speedo get separate unrelated signals. The speedo and odometer are both connected to the same wire, thus if one works and the other doesn't then it's not the VSS or wiring. The speedo itself is no working.
It's very common for the speedo gauge to fail on these Civics. It's easier to replace with a new cluster, but you can also just replace the center speedo gauge from a donor cluster.
