The P28 does not have a governor . . . at least in the US. I don't know about Canadian models. I've taken a virgin USDM P28 well above 120mph (192-ish km/h) personally.
JDM ECUs have a governor, but it is at 180km/h, not 170 . . .

Frankly, you don't need to be going any faster than that (or even that fast), because you have no good reason to. The only reason that I know the ECU doesn't have a governor is because I've run them that high on dynos and at HPDE events - not on public roadways.
