Is speed 100% based on gearing?

Is speed 100% based on gearing?
Like the title says is the gearing the only factor in how fast you go in a certain gear? Without raising the RPMs will you go the same exact speed in 3rd gear as you would with a stock motor and tranny vs the same motor pushing 400hp?
