sometimes not always, my car will bog like its missing a spark plug?
I do not believe that a change in weather has anything to do with my problem, which is when im in around 2nd-3rd gear at 30-40mph my car will act like it is sucking up water, has water on some electrical component, or has lost spark in one cylinder. I have no explanation to any of this so im looking for some input.
I have new wires, spark plugs, and a brand new dizzy. With a full CAI

My 97 EX was doing the same thing. I have Iceman CAI. When it weather changed my car seemed to be acting up too. I reset my computer and now my car seems to run alot better. Try disconnecting the battery for few minutes, to let the computer reset. Good luck!
