Default something with my steering?

Ok, I got a 99dx coupe, and when I start the car up, the steering wheel pulses a little bit when turning it like to get out of a parking space. Once the car warms up it is fine. I had changed the engine (swapped d16y7 for a d16y7) a few months ago and it was fine. It has been cold as **** out too (Boston). Could this be because of not enough tension in the belt, so once it warms up the belt expands or something? Yes, the power stering is still in.
