when I go to spin the rotor it is scraping the pads. The piston was backed out completely and the caliper pins are nice and lubed up and slide freely. All the bolts are tourqued to the right specs, all shims and retainers as well as lubricant is on in the right spots. The e-brake is off. What else could this be, or is this normal until you break in the pads and rotors. Also this was done in the rear and the car is still on jackstands cause I have not bled them yet.

Jigga what? You'll hear the pads rub the disks for a little bit. I think I don't understand what you're asking.

Yes it should spin freely if ur e-brake is off.
