First off its a D series engine, they dont have much torque and the gearing isnt the best either. If your looking for more pickup Id either turbo the D or swap in something else like a B, H, F, or K series.

why exactly are you that low in third gear? are you trying to start from a stop in third or are you granny shifting and expecting magical torque to rain upon you from god?

No you don't, you think you have torque there. You have engine torque, you don't have wheel torque.
HP = torque * rpm / 5250 - remove 5250, it's a constant, HP = torque * RPM - torque at the wheels is obtained by taking the torque produced at the engine (let's say 125), multiplied by the gear ratio, multiplied by the final drive.
The problem comes in with the gear ratios -- The 5th gen EX was like this, I'm sure the 6th gen is similar:
3.25
1.9 2nd
1.25 3rd
As you can see there's a nice big drop off in torque between 2nd and 3rd, even though the the final drive remains static, that's why you have more than one gear (obviously).
Running that low torque you're going to need to make more RPM to make power, that's why your car is sluggish. It's only 1.6L - it doesn't make much torque down that low to begin with. Combine that with a low ratio and u don't have a lot of power at the wheels - that's why your sluggish.
Turbo isn't a good answer either, iono why the hell he said that - no normal sized turbo on a civic is going to spool at 1500 RPM.
Shift outta 2nd higher.
Remember: HP = RPM * Tq.
So your car makes power high, sux at making power low, u can figure it out from there.
I'ma take a guess and say that you're new to cars in general, new to standards, or this is your first Honda. Do us a favor and shift right - shift higher.
It's better to rev higher than to lug the motor. At 1500 pulling is lugging the [freak] outta the engine, ur doing more dmaage than if u were to burn it to 6k and shift.
Shift at 3500-4500 and you'll be fine.

haha, is your other car a Ford F350 or something?
You're only going to make power between 5000 and 6800 (redline)...the only way you should be in 3rd at 2000 RPM is if you're driving pretty light on the throttle. If you're at that rev range and you need some speed--downshift
