Slow/Long start when fuel is low
Car is a 98 Civic Ex manual. Runs and drives great considering the age and mileage. I do have an issue where the car has a really long start or I have to try cranking it several times if there is 3 gallons or less of gas in the tank. This is before the gas light comes on and it does this every time the tank is low. I did a search but couldn't find anything relevant.
I do have a new fuel filter but I have not replaced it yet. I will soon. I was thinking that I would replace the gas cap as well. Is this a fuel pump issue? Any ideas?

Worn fuel pump. If you want to prolong the life of your starter either keep the tank above 1/2 full OR turnthe key to the first position and back 2 or 3 times before you try to crank it. This will allow the fuel pump to build sufficient pressure. The pump only fires for a set amount of time when it primes so if the desired pressure (40-45psi) isn't reached the injectors wont spray properly.

It's normal.
Do this: turn the key to RUN positon and let the pump prime for a second.
Then turn the key to START.
See how normally it started? Go on living your life after this.

What would you give the "front runner position" to based on the evidence given and your personal experience. I only ask because I've never seen anything else cause this, always open to learning through others experiences. A fuel filter would likely have to be original to the vehicle to restrict fuel flow so much as to prevent a start up and if that were the case there would certainly be cut out at high RPM as well wouldn't there?

A bad FPR that bleeds off fuel pressure also seems plausible. Or might the issue have something to do with the EVAP emissions system?

my car does that as well, i never really gave any thought to it to be honest. car runs fine otherwise. running your tank that low is bad for your fuel pump anyway.

I've never understood the "pulling crap from the bottom of the tank" argument. I'd imagine the sock on the fuel pump has to screen down to several microns based on the material its made from.

I've read a couple of anecdotal accounts where somebody ran out of gas and afterwards the fuel pump was dead. On the other hand, I've read critical responses to this conclusion saying that the pump would run only briefly before the ECU/main relay shut off voltage to the pump, suggesting that this possibility is remote.
