Have you tried screwing the red screw on the top of the throttle body all the way in?

A large replacement throttle body has no provision for a 3-wire IACV as needed on a stock D16Y7 intake manifold... so this will not function properly. The good news is that you ABSOLUTELY DO NOT NEED this at all... it will only LOSE power in the midrange and gain no power up top. I suggest you return it and get your $$$ back.

IF you were to install a Y8 Intake manifold (or equivalent), you could convert to a 2-wire IACV... but there is no stock ECU that would run this combination, so you would need to convert to a tunable engine management solution... and even then, as I stated above, it will lose power in the midrange and likely gain nothing at or near redline.

Your photo shows a Y7 longblock with a Z6 Intake manifold... sitting in the engine bay of a 4G Civic or CRX. Now that you have posted the make, model, year of the chassis, could you please post the ECU being used, the wiring changes that have been done, and a more specific list of engine mods instead of simply saying a "D16Y7".
