Sounds like your not looking for real speed enhancements, like Forced Induction, or Spray, so I'd just get a cold air intake or short ram, and a quiet exhaust and call it good.
And wheels/tires.

if you're not looking for much
-ITR intake manifold + throttle body (~$200-$250)
-3" Intake for ITR w/ velocity stack + filter (~$50-$200)
-Race header w/ 2.5" collector (~$300-$1000)
-Test pipe and full 2.5" exhaust (~$100-$600)
-Grab a P28 ecu and throw on Hondata s200 (~$200-$400)
-Tuning (~$150-$350)
just throwing out number ranges, it's still gonna be a b16, but that setup will probably allow you to do 150-160whp, if you wanna open it up some more, i'd suggest throwing in some JDM 98 Spec ITR/CTR cams or Blox Type A cams before you tune. That'll probably be like $200-$300 depending on where you buy the cams and if they're new or used.
