Default Simple MAP sensor question

I hooked a voltmeter to the vcc to a chassis gnd i get 5 volts with the key on
I have continuity from the gnd to the chassis
I hooked the voltmeter to the map output and i get 3.5 volts with the key on with or without vaccum.

The output never wants to change... so
Bad map sensor?

Looking for a second opinion before i go get a new one.
