Should these plug just be sitting out?

Should these plug just be sitting out?
when i bought my ej1, i never found out if it still had a p28 ecu, im assuming it does since i dont get any CEL and has a d16z6.
but ever since i bought my car, these 2 plugs have been hanging out, unplugged.
there is a 2 pin and 3 pin plug,
the 2 pin has a blue connecter with brown and black wires (i use this to check my CEL
the 3 pin has a blue connector also with light blue, white/red or orange, and black/red wires
should these be plugged in somewhere? i havent pulled my carpet to see if they should be

no they should not be plugged into anything, they are service connectors, the 2 wire one is the one you jump to check for a CEL.

i used the 2 pin once to check CELs but i found it wierd that in the CEL thread...
it says EGs should have grey plugs and EKs have blue, like mine, i got a '94 EJ1,
is there a possibility i dont have a p28? (i dont feel or hear vtec either, but then again its an sohc)

what does the tag on your ECU say?
here is a quick pic i pulled off google to help you out a bit while you identify your ECU, the top line reads 37820-P28-XXX...that is how you can tell it's a P28 ecu.
