set timing after head removal

set timing after head removal
so i got a new head for my d16z6 block and im kind of confused on setting the timing. before i put the head on, do i spin the camshaft till the "UP" is at the top which is TDC? then do i spin the pulley till the #1 piston is at TDC, then put the head back on? am i getting the right concept here or am i off??

The cam gears UP mark should be point up, that is TDC.
The crank pulley "tick" mark should be pointing towards the < mark on the timing covers.

so basically i spin the pulley until the dash mark is in between the "<" mark and its suppose to look like this "< -"? in the picture thats it right?

Pretty much, yes. Make sure you are spinning counter clockwise.
I find it easier to set the timing first, and then just check it once it's back togther.
