Default Set readiness monitors - Failing Smog - OBD2

I have a 97 honda civic dx model and I'm trying to get it to pass smog. I took for a smog test and everything was good except 2 monitors weren't set yet. I tried to set the readiness (using this guide) of my last 2 monitors that my odbII meter said was incomplete, which was the O2 sensor and EVAP. All of the others were already set. I ran this twice and nothing changed. I haven't disconnected the battery in about 500 miles. There are no error codes or check engine light. Any clue as to why this isn't working or what I should do next? Thanks!

If the "BACK UP" fuse under the hood is blown, it will reset to not ready every time you turn the key off.

Ok, so only those two will reset or should all? The other monitor's don't reset, just the O2 and evap monitors. Where do I find the backup fuse under the hood? Is it in the smaller fuse box with the relays under the hood next to the battery?

Now that I think about it, it seems like all of the monitors would reset after I turn off the ignition. None have reset, it just looks like only 2 haven't completed their drive cycles even though I did it twice. Even when I repeatedly turn the engine off and on and check the obd2 monitor its always the same, all of the monitors ready ok and just 2 say incomplete. Anyone have any other ideas on how to fix this?

I listed the monitors in the original post,
