A clogged pcv could cause some hesitation and bogging. When you say its not hooked up, are you saying the hose going from the pcv to the manifold is not there? You can use a regular vacuum hose from an autoparts store. Its all the same. Just won't be precurved. Not really a big deal tho.
What engine are you running? You're engine stock? The ECU maybe chipped before and not tuned for your particular setup?

I wouldn't hurt to tune it. But honestly, just start with a tune up. Get everything done and get the pcv hose and go from there. Any cel's?
