Default Seeking Idle

Does anybody know what I should do I have a 95 civic ex with a d16z6, my problem is that the idle seeks rangeing from 1000 to 2500 rpm up and down constantly. I have replace the IACV which was the suggestion the I had gotten from my last post but it was no help. Could it be the TPS or the fast Idle valve someone please help

Thanks
