Default SEARCHED: b18a pwrd 93 cx-high idle and car will keep coasting after i let off throttle! wtf!

car: 93 cx
set up:
93 b18a
96 gsr tranny
12lb flywheel
exedy racing clutch
jun headers
rc engineering 64mm tb
itr cai
hp catback/testpipe
spoon ecu

problem:
car has slightly high idle when started up(1700-2000). then when she warms up the idle will go down to 1500-1700ish.. that is not my big prob. the bigger problem i am having is when i am driving at cruising speeds(traffic, city streets). i am in third gear for instance and i let off the throttle to slow down, well the car will keep going as if my foot is still on the gas. the tb gasket was trimmed to fit, but when i manually try to move the tb rotor it feels kinda stuck. i took the tb plate off and sanded the edges a bit, it worked for a few days now it is back to how it used to be.

btw-this is with my iacv unplugged, when i plug in the iacv the probs are multiplied. also, after my swap there are some vacuums that i have not hooked up simply b/c i dont know where they are routed. on the firewall of my 93 cx there is a blackplastic bottle that has what appears to be 2 little plugs for vacuum hoses, but i have no idea where they go to or come from.

any help appreciated.
