Default 94 civic lx d15b7 - high NOx

I just got this car about a few weeks ago and i got it e checked and it failed due to cat no being on it so i bought one and put it in and now i cant pass because of NOX? I heard it was my EGR valve but i found out i dont have one so now what do i do?

High NOx is generally caused by running lean or hot. Start by measuring the fuel pressure and setting the ignition timing to spec.

im only 17 and have worked on fords and all that but i have no idea what im doing on a honda yet. this is my project car. So is there somewhere to get the info to do that?
