Default scan tool problems

I have a 99 honda civic ex coupe with a 96 spec b18c itr swap and a p73 jdm ecu i know that it wont read the ecu but i saw something online that says i can buy a bluetooth obd2 thing and buy the torque pro app and it will read my codes is this true ?

If AutoZone can not read it then Torque will not either. I have that setup(bluetooth) and some times it works and some times it won't.

Can't use that on JDM ECU's.
