Default Say it ain't so...(d16y7 timing belt off one tooth)

So, in the midst of a d16y7 tune-up (plugs/wires/cap/rotor/fuel filter) I discovered that:

1. Mileage dropped from 30 to 20 (switched from platinum to regular plugs).
2. Redline went from 5700 to 5000 (abnormally low before, lower after).
3. Finally painted timing marks on crank pulley, 12* marks are 1.5+" to right of timing mark, indicating severe advancement, and this is at fully retarded dist. position.

Hypothesis: Cam is severely advanced (i.e. 8-12+*, or one tooth on cam belt), thus advancing dist. timing.

Hypothetical fix: Move cam one tooth retarded.

If this is the case, how do I do this (and if I'm missing something, please speak up)? I hope if the cam timing is off I can do a relatively simple top-down removal of valve cover/upper timing cover and readjust the tensioner w/o removing the rest (crank pulley, lower timing cover, etc.). Any ideas?

Do a compression test to check for valve damage, thats a good indication
