Rust repair question...already searched

I have some weird rust around the top of my windshield (93 Sedan).... How should I go about this for a DIY. I want it to be half way decent. Im just to broke right now to pay some one to do it and I dont want it to start leaking. Any info hints or tips would be greatly appreciated. https://honda-tech.com/forums/images/smilies/emthup.gif

Oreillys sells this stuff you brush on to stop rust and to harden it, i dont think it would look that good at all because its kinda gunky, we had to cut out my rear quaters and weld in a new piece where they were rusted out
