Default Running Rich - ECU swap question

So I swapped a JDM D15b into my 94 VX hatch - along with that I put in a P08 ecu and the JDM tranny. I am running really rich and the CEL comes on after dropping from VTEC (sometimes not all the time) and just when I am driving through the city (every once and a while - never happens until the car is warm). I have a noticable amount exhaust residue covering my rear bumper, windshield etc. after about 3 or 4 days worth of driving. Also, when I drive down the highway (this happens like once a month - but it is still random when it happens) as I am giving more throttle to accelerate the car is hesitating very badly - it feels like its going no where and i feel a jolt then some power comes through.

If I were to swap in the p28 ecu (recommended by a friend of mine) for the p08 ecu would that fix the o2 problems since I am using the USDM o2 sensor. Also would I have to repin the harnesses for the ecu?

has it been doing this ever since the swap ?
ther eis ground that is near your IM that grounds fuel injectors may not be grounded, check fuel rail idk if the d15 is adjustable

any cels?
once u fix that change your spark plugs

Yeah it has done it since the swap - we knew it was o2. Also, its really random. I do nothing out of the ordinary and it will come on and I can't notice anything htat triggers it. Also, the car does not feel like it is running bad BY ANY MEANS except the one time when it hesitates really bad.

Oh I forgot to add whenever I give it gas to open the throttle body I can hear a slight pop sound coming from the exhaust.

ignition? spark plugs, coil, etc. I dont know why but the hesitation issue just seems to me like its ignition related.

I did this exact thing when my p28 took a dump and all I had was my P06 (CX) Ecu laying around. The car runs very rich, and very poorly, but it runs. My guess is that it is ignition timing, so you might play with your Dizzy to see if altering the base timing helps. Also, the other ECU is scaled for different injectors so the duty cycle and scaling for VX injectors is probably WAY off and you are fouling plugs at low TPS and at WOT they clear and you get power again. What code is it throwing?
