Default 1992 Civic VX idle surge

Hello, I have a bone stock 92 Civic hatchback with a D15Z1. Its had a check engine light ever since I've owned it (i know, lazy to not check codes) but recently my buddy messed with my distributor timing and who knows what else without my permission. When I go to stop the car will start hunting until I stop then It idles just fine. Regardless of coasting in neutral or clutch in and in gear itll do it. Its also weird that if I turn the heat on it helps it smooth out. Anyone have any ideas? Could really use the help

Pull the code and resolve it. Set timing with a light. Make sure the cooling system is full.

Then check for vacuum leaks. Especialy on the backside of the block on the black box where the PCV Valve lines run. The grommet that is on the box will get hard over time and leak. I chased that one for a while.
