Rubbing noise when driving

Default Rubbing noise when driving

Hi Guys,
Last night I got into my car and started driving it. I immediately noticed that there was a rubbing whirling like noise with every tire rotation coming from the left front of my car. The noise gets louder and faster when I speed up. If I'm at a dead stop and rev the car I don't hear the noise. I also begun to notice that the car is starting go pull to the left(driver side) quite noticeably.

I pulled over and took a look to make sure nothing was touching the tires, I could not find anything, however I did notice that the steering rack boot was ripped and the joint was showing.

Could this be causing the issue or do you guys think there might be something else? I've been doing some reading and people suggests that it might be a Ball Joint or Wheel bearing, anything I can check out in regards to those two piece when I replace the boot?

I'm thinking bad wheel bearing.
