Icon2 RPMs drop when I pump my brakes...HELP?

Like the title says. I drive a 1998 Honda Civic HX with about 102,xxx and when I am in Neutral and I pump my brakes, my RPM's go up, then drop really low as if it were going to shut off. Also sometimes a belt seems to start squealing when I press the brakes which I find completely weird. Any suggestions/solutions? Thanks in advance!

if you pump the brakes alot on any older car the rps will flux. but it should not cut off. Id say this is norm.
