Could the throttle plate perhaps be sticking open? If so what would you use to clean it? Regular degreaser?

Any CEL codes?

Does the throttle body have an FITV?

Have you bleed the cooling system?

Have you adjusted the idle speed as per the service manual procedure?

Yes. Clean the throttle body with carburetor or brake cleaner and make sure that the throttle cable is properly adjusted to have some slack.

At the point in the cable indicated in the diagram, you should be able deflect/move the cable 3/8" to 1/2" from center. In other words, there should be 3/8" to 1/2" of free play in the cable - cable movement that would not open the throttle plate.

And why would a tighter throttle cable be a bad thing? Just wondering

A tight cable might prevent or slow the throttle plate from closing fully.

Throttle plate was binding ended up being the culprit. I guess the hot weather made the gunk in the throttle body sticky so i cleaned it out as far in as i could reach. Works fine now, no jumping rpm.
